At TSR. I couldn't find it at the booty yet, but I could be missing it.  

Edit: Yep, I was missing it. (newsea_f_jellydance.zip)

*facepalm* Sorry about that. OK, I just downloaded the file linked to in the first post to check it and the mesh is in there.

I thought this was for TS2 (based on the fact it's in the "Sims 2" genetics forum) ... ?

^ They probably meant the booty file as that link takes to Sims 3 version. :3 But yes this is the Sims 2 version of the hair and it's very nicely textured too! Too bad NewSea hairstyles never work on my sims (as in, they look bad, nothing borked in the files themselves)

And yes, it is very nicely textured.
